Early Confederate War Department “Regulations Concerning Substitutes in the Army” – Richmond October 20th, 1861 – SIGNED IN TYPE BY JUDAH P. BENJAMIN, Acting Sec. of War



This one-page printed broadside in the upper lefthand corner has the Virginia seal (see photo).  Early in the war substitutes could be obtained in both the Union and Confederate Armies.  This document gives the five guidelines that Commanders were to follow.  At the bottom written in red ink is the notation that these regulations were furnished in reply to an application for discharge. 

This is the only example we have seen of these regulations.
